JOB SUMMARY The incumbent, under the supervision of the Physical Plant Sergeant, is responsible for ensuring the safe operation of all mechanical, electrical, and plumbing equipment of the Fort Smith Police Department facility. Duties are to be performed while the police department is in full operation: therefore, the employee must cooperate with other members to minimize inconvenience. Duties are routine but require some independent judgment as to methods and equipment to be used. The employee may be required to work unusual hours. The employee will plan and arrange work under the general supervision of the Physical Plant Supervisor, referring only unusual situations to the person in that position. The senior facility manager will be responsible for making decisions about the overall plan of the facility in terms of design and function, but no supervisory responsibility will exist. ESSENTIAL DUTIES/RESPONSIBILITIES Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times. All other duties as assigned by the immediate supervisor and/or department director. · Perform repairs on building structures and installed equipment promptly, making emergency repairs on any vital equipment that includes, but is not limited to, the Uninterrupted Power Supply systems, emergency generators, cooling towers, elevators, electrical systems, and heating/air conditioning systems. · Consults and provides oversight on new building construction or repair of the current facility. Will ensure all permits, licenses, and certifications of project plans and subcontractors are obtained before the beginning of any project. · Due to the nature of equipment and systems requiring possible after-hours response, the incumbent must be available to respond to call out. · Designs and implements routine/preventive maintenance procedures and protocols for all equipment and systems installed in the Police Department facility. Monitors the performance of the various heating and cooling systems daily, replacing filters and other components as needed. · Maintains the exterior of the facility by mowing, trimming shrubbery, and removing weeds from beds and planters. Checks the grounds daily for trash and rubbish, disposing of it as appropriate. Replace non-operating light bulbs as needed. · Log complaints about malfunctioning equipment and take action necessary to repair the equipment. · Assists the Division Commander with the preparation of the operating budget as it applies to the maintenance function, secures competitive bidding for needed equipment or supplies, and orders needed equipment or supplies as appropriate. Monitors expenses and orders custodial supplies. · Maintains performance logs on generators and backup power supplies. Maintains the Department's file containing manufacturer's safety data sheets (MSDSs) for all chemicals on the premises. · Oversees all outside maintenance and service contracts and accompanies company representatives while on premises performing contract work. · Operates equipment necessary to perform essential job functions including automotive, lawn maintenance, custodial and other small equipment as required. · Communicates maintenance and other problem areas to the Support Services Division Commander or the Commander’s designee. · Perform general maintenance or minor repairs on building structures and installed equipment such as replacing light bulbs, air filters, ceiling tiles, etc. · Perform minor plumbing or electrical repairs as needed. · Performs custodian duties as assigned. · Performs other duties as assigned. · Regular attendance and timeliness is required. SUPERVISORY RESPONSIBILITIES No supervisory responsibilities exist for this position. QUALIFICATION REQUIREMENTS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Minimum Qualifications · A High School diploma or GED is required. · Must possess a valid driver’s license. · A minimum of four years experience in heating and air conditioning. · Proficient in HVAC, electrical, plumbing, and carpentry trades. · Must possess Type 1 CFC Certification or be able to obtain it. · Must possess Boiler Operator’s license or be able to obtain it. Preferred Qualifications · Certified HVAC technician, electrician, plumber, or combination. · A minimum of 5 years experience managing a large facility, such as a hospital, factory, corporate building, etc. · Knowledge in construction contract management, including materials procurement, planning, and licensing.
Skills Needed:
OTHER SKILLS AND ABILITIES · The incumbent must have excellent communication skills in both oral and written forms. · Must be proficient in the use of all construction tools, power tools, and light lawn equipment. · Must have a thorough operational knowledge of the use of a personal computer system, as well as various software packages. · Organizational skills and close attention to detail are required to successfully perform this job.
