Mobility Coordinator

Job Description:

JOB SUMMARY The incumbent, under the direction of the City Administrator and Deputy City Administrator, is responsible for developing and managing a strategic plan to build awareness of a comprehensive, city-wide pedestrian and cycling programing while increasing community engagement.  The implementation strategies will focus on outdoor programming as well as increased intermodal connectivity. This position will focus on 1) equitable access to outdoor recreation by fostering opportunities through community participation at all experience levels; and 2) provide high-quality marketing and communication of strategies to support outdoor experience opportunities leveraging the Arkansas River, and other amenities within the River Valley including existing trails, and other complimentary resources.   ESSENTIAL DUTIES/RESPONSIBILITIES Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive.  Must show cooperation and respect to fellow employees and supervisors at all times.  All other duties as assigned by the immediate supervisor and/or department director.  

  1. Develop, maintain and execute a pedestrian and cycling master plan.
 
  1. Bring awareness to the health and wellness benefits of active mobility and outdoor recreation activities with promotion of existing outdoor experience programs.
 
  1. Promote intermodal connectivity – especially for first and last mile connections of trails as well as safe walkable access routes throughout the community.
 
  1. Develop and maintain city-wide bicycle, pedestrian, and mobility education, and resources through use of social media and public presentations to inform and educate the public on the environmental, economic and health and wellness benefits of walking and bicycling for transportation.
 
  1. Work with Public Relations & Communications and Information Technology Departments to maintain a robust website and a strong social media presence supporting the City’s pedestrian mobility access initiatives.
 
  1. Attend meetings of the City of Fort Smith Parks & Recreation, Friends of Recreational Trails (FORT), River Valley and Frontier chapters of Ozark Off Road Cyclists, Mayor’s Committee on Health & Wellness, and other meetings as deemed appropriate.
 
  1. Identify appropriate funding opportunities and collaborate with community partners on grants funding efforts to support achievement of the goals set by the City Administrator, Deputy City Administrator, and the Mayor’s Committee on Health and Wellness.
 
  1. Work with the City Administrator, Deputy City Administrator, and the Mayor’s Committee of Health and Wellness to develop maintain and establish standard reporting for goals and metrics.
 
  1. Advocate with and strengthen collaboration among the City of Fort Smith, Arkansas Colleges of Health Education, ARDoT, Western Arkansas Planning and Development District, and others within the Western Region.

  • The incumbent should possess proficiency and technical aptitude with the ability to use Microsoft products, including PowerPoint, Word, and Excel.
  • Experience and skill in public speaking and presentations.
  • Excellent computer skills and knowledge of word processing and spreadsheet programs.
  • Exceptional verbal and written communication skills as well as good organizational skills.
  • Problem solving and analytical ability.
  • Excellent communication and interpersonal skills.
  • Requires intense concentration, strong attention to detail, and the ability to make quick decisions based upon established procedures.

Experience Requirements:

Minimum Qualifications

  • Bachelor’s degree in planning, environmental science, health & wellness, sustainability, public health, or equivalent experience and education
  • Knowledge of the State of Arkansas Vehicle Code rules of the road to ensure bicycle and pedestrian program compliance
  • Ability to operate a bicycle safely under a variety of environmental conditions and operational situations
  • Valid Driver’s License
  Preferred Qualifications
  • League of American Bicyclist League Cycling Instructor Certification (LCI)
  • Knowledge of objectives and principles of transportation planning, funding, and design with an emphasis on bicycle and pedestrian transportation
  • Experience using and basic knowledge of ArcView GIS mapping software
  • Experience with grant funding and collaborative grant writing.
